Kerry's Adult Film Did Not Violate Law

The Federal Elections Commission recently announced that the distribution of John Kerry's film Stolen Hearts: Spankings That Really Hurt did not violate federal election law.

According to FEC commissioner Ellen Weintraub, the movie was mostly distributed to rural adult video stores and was only viewed by a small minority of the voting-age public.

"This film in no way provided an unfair advantage for John Kerry or the Democratic Party," Weintraub said. "Yes, a small minority may have been inclined to cast votes in Kerry's favor after viewing the film, but the numbers are negligible."

The film, which was produced after Kerry returned from Vietnam, shows Kerry being spanked and whipped by a Vietnamese woman dressed in leather and chains. Kerry can be seen on the floor, on his hands and knees, wearing a leather thong and smiling at the camera. At one point, the former Democratic nominee for President can be heard saying, "Yes, it hurts. I've been a bad boy. I promise never to do it again."

The Republican Party filed the complaint with the FEC on October 2, 2004, contending the film gave Kerry an unfair advantage over George W. Bush during the weeks leading up to the Nov. 2 election.

In a written statement drafted by the Republican Party, the GOP claimed, "If we would have known about the Kerry spanking film before it was distributed, we could have produced our own film in order to compete for the voters of that demographic. We would have shown George Bush being spanked by his mother, or by Hillary Clinton, or maybe both at the same time. But we were never given that opportunity."

As for why FEC commissioner Weintraub waited so long to make her decision, the commissioner said, "It was important that I watch the film many, many times before making judgment. And considering Kerry's bad acting and the grainy quality of the film, I believe I made a sound decision."
