News Analysis: Budget Cuts Caused the Outsourcing of Detainee TortureFeb 1 2006 by Elliott McMillan
That was the question posed by TortuTech employee Carl Anderson. He was reacting to news that the US has been outsourcing the torture of detainees in the War on Terror. CIA spokesperson Michelle Santilli said, "It is more cost-effective to send torturees to other countries. The Agency's budget has been stretched thin as it is, and we can no longer afford to torture domestically." The announcement sent shockwaves through the American torture community. Andrew Smythe, president of PainCorp said that the CIA is making a huge mistake. "Sure, it's cheaper to torture a guy in Turkey or Pakistan. We understand that the Kazakhs are making great strides in their torturing technologies, but there's no one who gets the same results as American pain-bringers." Smythe questioned the quality of information brought out by foreign torturers. "What is their commitment to finding the truth?" Smythe announced that PainCorp would be closing four torture facilities in the US by August. "This is a big hit to us, and to the economies that have sprung up around our facilities." The same goes for TortuTech and American Information Services, each of which announced layoffs and facility closures. "It's another case of Americans losing their jobs to foreign competition," said Smythe. Sim Garabedian, owner of Cyprus-based company Mediterranean Fact Finders, Inc. said that those outside the US are just as capable of torturing the information out of terrorists as Americans. "We have ways of making them talk," said Garabedian. Analyst Gene Petty said that this is a good move for the American torture industry. "America's largest export is ideas. Intellectual property is this country's strength. Torturers will no longer simply be twisting arms or burning eyes with cigarettes. They will become the creators of new torture technology, and will create and patent new machines and techniques for information gathering." Anderson disagrees.
